DDOS Attack on Github Could Be Act Of War

Currently Github is undergoing a DDOS attack that appears to have been launched by the Chinese government. The attack vectors and botnets being used are very similar to previous attacks by the Chinese government. Github is vital to the American national economy as many huge software companies store their code bases on it and their employees are unable to work. The fact that Github is partially unavailable for service costs our country millions of dollars.

What would America do if China staged physical raids of businesses in Hawaii? Virtual raids are just as damaging and the aggressors should probably see a similar level of response as a physical raid would get.
